Executive Team

Steve Fleming
SVP, Director of Internal Audit and Regulatory Relations (DIA)
Since September 2008, Steve has been President & Chief Executive Officer of River City Bank, the largest and most profitable bank based in Sacramento. Under his leadership, the Bank has increased in size from $800 million to over $5.4 billion in total assets. He has over 40 years of banking experience, including over 20 years with Bank of America in Sacramento and London, England. While with Bank of America, he held a variety of progressively more senior positions, including serving as the head of Loan Originations & Capital Raising and a member of the Executive Committee for the Bank’s Europe, Middle East, and Africa Division.
Prior to joining River City Bank, Steve was the Founder and CEO of Presidio Bank in San Francisco. He was also the President & CEO of National Bank of the Redwoods in Santa Rosa.
Steve has been a leader in a variety of charitable activities over the years, including currently serving as a board member for the Kelly Foundation. He is also on the board of the Greater Sacramento Area Economic Council, a member of the Sacramento Host Committee, past President of the Sacramento chapter of Lambda Alpha, the honorary society for the advancement of land economics, and past President of the Capital Region Family Business Center.
Steve received a BA in Economics from the University of California at Davis and was awarded membership in the Phi Beta Kappa honor society. He also completed his MBA at the University of California at Berkeley.

Dan Franklin
EVP, Director of Commercial Real Estate
Dan Franklin is responsible for managing River City Bank’s commercial real estate origination activity throughout the western United States. Dan joined River City Bank in 2008 and has also held the positions of Relationship Manager, Business Development Officer, and Commercial Banking Director. With a heavy focus on client service, strong analytical skills, and an in-depth understanding of the Bank’s culture, Dan has been instrumental to the Bank’s rapid growth over the past several years. Before joining River City Bank Dan was a Relationship Credit Manager at Presidio Bank in San Francisco.
Dan received his undergraduate and MBA degrees from the University of California, Davis and is a recipient of the Chartered Financial Analyst designation.

Brian Killeen
EVP, Chief Financial Officer
Brian Killeen is the Chief Financial Officer at River City Bank. Brian is responsible for the accounting, financial reporting and treasury functions at the Bank. Brian joined the Bank in 2007 as the Controller and has steadily taken on more and more responsibility in the Finance Department and leading various bank wide initiatives.
Prior to joining the Bank, Brian spent the first seven years of his career working for KPMG LLP. At KPMG, he specialized in the audits of financial institutions, real estate entities and government agencies. Brian has a B.S. in Business Administration, with concentrations in Accounting and Finance, from California State University, Sacramento and is a Certified Public Accountant.
Outside of the Bank, Brian enjoys spending time with his wife and three children and being involved in his local church.

Pat Lewis
EVP, Chief Operating Officer
As Executive Vice President, Chief Operating Officer, Pat depends on her more than 30 years of financial services experience to manage the Bank’s operations, ensuring compliance with policies and procedures, and maintaining the premier level of client services upon which River City Bank has established its reputation. Pat has almost 25 years of experience with River City Bank, having held such positions as Senior Vice President, Commercial Banking Director and Vice President, Cash Management Director. Pat has built a highly successful career based on hard work, great people skills, and the overwhelming desire to provide exceptional client service.
Pat holds a BS from Texas A&M University and an MBA from Baylor University. Raised in Texas, California is home. She has been recognized as a 2022 C-Suite Honoree by the Sacramento Business Journal and is active in the community. Pat performs volunteer work benefitting Christian Brothers High School, Junior Achievement, U.S. veterans, and is a youth sports advocate. When she is not busy at work, she enjoys spending quality time with her family and friends.

Rebecca Fabisch Miller
EVP, Commercial Banking Director
Rebecca is an experienced banker who has spent her 30+ year career in the Sacramento region. As River City Bank’s Commercial Banking Director, she focuses on larger middle-market companies and leads our Commercial and Premier Banking Teams in expanding and enhancing the Bank’s commercial deposit and lending presence throughout California and the West Coast. Before joining River City Bank, Rebecca held positions with Umpqua Bank, Wells Fargo, U.S. Bank, and Bank of America, managing a diverse portfolio of clients across multiple industries. A solutions-oriented banker, Rebecca has extensive experience with treasury management, real estate, equipment finance, debt capital markets, derivatives, and global and investment banking.
Rebecca earned her MBA from the University of California, Davis, and has an undergraduate degree in International Business and Marketing from California State University, Sacramento. She is the Treasurer for the California Forest Foundation, is on the board of the Junior Achievement of Sacramento and is on the Capital Region Family Business Center Generations Conference Committee. She has previously served as a board member of the California Banker’s Association. Outside of work, Rebecca enjoys spending time with family and exercising with friends.

Rosa Cucicea
SVP, Director of the Clean Energy and Public Sector Banking Division
As Senior Vice President and Director of the Clean Energy and Public Sector Division, Rosa is responsible for growing River City Bank’s services for clean energy companies. Under her stewardship the Bank has become a clean energy leader in California by serving a majority of the state’s Community Choice Aggregators (CCAs), financing renewable energy projects, and supporting other local sustainability efforts. Rosa joined River City Bank in 2014 and has also held the positions of Cash Management Representative, Credit Analyst, and Relationship Manager prior to establishing the Bank’s Clean Energy Division in 2018.
Rosa graduated with honors from the University of California, Davis with a bachelor’s degree in Economics and obtained an MBA from the Berkeley Haas School of Business in 2023.

Tony Eyer
SVP, Chief Technology Officer
As Senior Vice President, Director of Information Technology, Tony utilizes his 20 years of IT experience to provide leadership for the continued growth of an innovative, stable, and secure information technology environment throughout the Bank.
Tony spent 18 years with Rabobank, N.A., where he served in various IT roles, but most notably as Chief Technology Officer for the California region. Immediately following Rabobank, N.A., he served as Chief Technology Officer for Mechanics Bank before joining River City Bank.
He earned his MBA in Information Technology Management from Western Governors University. Tony enjoys cheering on his children in multiple sports activities and can also be found on the golf course working on his putting.

Ken Imwinkelried
SVP, Chief Credit Officer
Ken Imwinkelried is the Chief Credit Officer at River City Bank. Ken is responsible for all aspects of overseeing loan production and credit quality for the Bank’s portfolio of commercial real estate (CRE), commercial and industrial (C&I), and consumer loans.
Ken received his undergraduate degree in Business Management at Miami University. Ken first joined River City Bank in 2010 through its Commercial Banking Associate program. Over his tenure, he has advanced through a broad range of credit analysis and credit management positions at the Bank.
Outside of the Bank, Ken has been recognized as the United Way California Capital Region’s Young Leaders Society Member of the year in 2019, the Sacramento Business Journal’s 40 under 40 honoree in 2020, and as a Comstock’s Young Professional in 2023.

Jeremy Spencer
SVP, Director of Internal Audit and Regulatory Relations (DIA)
As Senior Vice President, Director of Internal Audit and Regulatory Relations (DIA), Jeremy Spencer maintains a direct reporting line to the Audit Committee with administrative reporting to the CEO. He oversees the Compliance, Information Security, and Internal Audit departments. In addition to managing all in-house and outsourced audits, Jeremy is the Bank’s liaison to regulatory agencies.
Prior to River City Bank, Jeremy was a Senior Manager with KPMG LLP U.S., where he spent five years providing audit services, Sox404 compliance consulting, and SEC reporting services to clients in the financial services industry. Other industries served included agriculture, property management, and government.
He attended California State University, Chico, earning bachelor’s degrees in Business Administration (emphasis in Accounting) and in Spanish. Jeremy loves to travel and enjoys the outdoors with his wife and two sons.
